Wow. When you have a Dáil-appointed committee estimating non-effective expenditure (i.e., misused funds, of 1.8million, see Table 3, contracts incorrectly applied, 6.82million, see Table 4), you know the fit is going to hit the shan later on.
You just have to read the report in its entirety. 28 pages. It won't kill you.
That correct accounting procedures are put in place after millions are misused is good, but not sufficient. Finger wagging at former executives won't cut it, either. Integrity requires we prosecute those who deliberately misused the funds, as an effective deterrent to future wrong doing in public services. While I'm not hopeful of this in the short term in Ireland, I do feel there's a chance we can get to a transparent state system within, say, a generation.
